CKS ENGINEERS, INC. PRINCIPALS

Joseph J. Nolan, P.E.

Mr. Nolan is the President of CKS and oversees the day to day operation of the firm. This includes administration, finance and business development, as well as handling numerous municipal clients. He has extensive experience as an engineering consultant to numerous municipalities and municipal utility authorities in Montgomery, Bucks and Chester counties, Pennsylvania. Mr. Nolan joined CKS in 1984, and has worked on a multitude of projects related to wastewater facilities, water supply and treatment, public works, municipal trails and recreational facilities, and transportation.

Thomas F. Zarko, P.E.

Mr. Zarko is the Executive Vice President of CKS, and is involved in the financial and business decisions of the firm. He is experienced as a consultant to a number of municipalities and municipal utility authorities in the southeastern Pennsylvania area. Mr. Zarko provides engineering services as the Township and Borough Engineer for several clients, as well as the Authority Engineer for numerous clients. He has been with CKS since 1985, and has been involved with wastewater and water facilities design and construction, subdivision and land developments, transportation facilities and municipal public works facilities.

Patrick P. DiGangi, P.E.

Mr. DiGangi is a Vice President of CKS, and also serves as Director of CKS’s Design Division. In this role, Mr. DiGangi is responsible for the management of design staff, as well as the scheduling, management of budgets and general oversight of all engineering designs prepared by CKS. In addition, he also serves as Engineering Representative for a number of CKS’s municipal and municipal authority clients. Having been with CKS since 1988, Mr. DiGangi has over 30 years of experience in the design, permitting, funding and construction of public infrastructure projects, as well as the preparation of feasibility and planning studies.

James F. Weiss

Mr. Weiss is Vice President of CKS and also serves as Construction Manager for the firm. His responsibilities include the day to day management of the Construction Division, as well as overseeing development construction activities and public works projects for the firm’s municipal clients. This includes the management of all assistant construction managers and field inspectors and coordination of all construction activities. Duties also include interaction with all CKS clients, developers and contractors.

Michele A. Fountain, P.E.

Ms. Fountain, a Municipal and Senior Project Engineer at CKS, provides experience as a consultant to a number of townships, boroughs and municipal authorities in Bucks, Montgomery and Delaware Counties, Pennsylvania.

In her role, she is responsible for numerous municipal clients in Bucks and Montgomery Counties. She has completed design plans and contract documents for capital improvement projects for various municipal clients, including stormwater management systems, sanitary sewer extension projects, comprehensive landscape plans and recreation trail improvement projects. She has also previously served as the MS4 coordinator for all of CKS’s clients.

CKS Staff

In addition to the above individuals, CKS has a staff of 40 employees that include Professional Engineers, Licensed Surveyors, AutoCAD and GIS Technicians, Assistant Construction Managers, Field Inspectors, Technical Assistants and administrative personnel. All are valuable members of a team dedicated to serving our municipal clients.
